This Council Recommends Refusal on the basis that;

·         The application is planned on a protected coastal green open space and playing field.

·         It will create overpopulation in that area.

·         There are concerns of flooding and surface water disposal as noted in the flood risk assessment and drainage strategy report.

·         There is no management plan.

·         The plans are too near the A379 and on the back of a new residential care home and gateway Dawlish.

 

However, this Council does recognise the desperate need for this facility and would suggest looking at the west side of the grounds at the redundant wards/units (brown field sites) as a more appropriate site for this planning application.
