Councillor Pyne declared an interest on agenda item 14 - 21 Stockton Hill, Dawlish – single storey rear extension by virtue of living nearby. However, it was agreed that there was no problem with Councillor Pyne discussing and voting on the item.

Members considered the minutes of the Planning Committee meeting held on the 14th September 2023.

 

It was noted that Councillor Wrigley had submitted his apology prior to the meeting and this needed amending on the attendance details.

 

Resolved that subject to the amendment of an apology received from Councillor Wrigley that the minutes of the meeting held on the 14th September 2023 be approved and signed by the Chairman as a correct and accurate record.

Minutes:

The Chairman proposed that agenda item 12 – 23/01762/FUL – Flat 3, 8 Sea Lawn Terrace, Dawlish to be taken before agenda item 8 as there was a member of the public present to speak on the item.

 

Resolved that agenda item 12 be taken before agenda item 8.

 

At this juncture, the Committee agreed to suspend Standing Orders to enable the public to address the meeting.

 

There was one member of the public that spoke against agenda item 12.

 

Standing Orders were reinstated upon completion of public participation time.

·         There are concerns over ground water as reflected in correspondence from the Environment Agency.

·         There are concerns over emergency access and only 1 fire station with retained staff.

 

This Council have no objection to the houses being built providing the infrastructure, plans and treatment plants are put in place first.

This Council unanimously Recommends Refusal on the basis that;

·         The skylight balcony is not in keeping with the other houses on the street.

·         It sets an undesirable precedent

·         None of the applications on this road have been refused by Devon Highways because they don’t consider themselves responsible for this road as it is a private road.  Therefore, the response of no comments is misleading as it doesn’t mean no objection. If Teignbridge want an accurate representation they should talk to the Highway Authority- the local residents of the road.

·         There are concerns over issues with extra cars.

 

This Council further resolved that if the Officer is minded to approve, this Council requests that the application is called into Committee.
