Resolved that the minutes of the meeting held on 21 January 2021 be approved and signed by the Chairman as a correct and accurate record.

To consider a grant request for £250 toward the costs of an Open Day event.

Resolved by majority to approve a grant of £250 in principle, to be paid when the date of the event is confirmed.

To review the terms of reference for the committee and make recommendations (if any) to Full Council for approval.

Minutes:

Members considered the existing Terms of Reference and identified a number of points for clarification, update and revision within the ‘Purpose’ section; giving the following comments:

 

3.3 – The statement is currently too broad and does not take into account the role of the Town Clerk. Furthermore items regarding legislation have not always come to this committee prior to Full Council, so further detail is required in the wording.

 

3.5 – Clarification is required on the term ‘policy’ as to whether it is all policy or just financial policy with other areas being the responsibility of the proper officer.  It also does not take into account the role of the Manor House and Riverside Committee, which should be updated.

 

3.6 – Again, the separate roles of the Town Clerk and the Manor House and Riverside Committee are not clear in the current statement. This committee does not currently consider ‘all’ aspects of Health and Safety so further clarification is also required on this point.

 

Resolved unanimously that the document be referred back to the Town Clerk to redraft points 3.3, 3.5 and 3.6 taking into account the above comments so an up to date draft can be considered at the March meeting before recommendations be made to Full Council.

COVID-19 Support Grants

Update regarding grant applications made in relation to loss of income due to lockdowns and/or COVID-19 restrictions.

Minutes:

The Finance Officer gave an update regarding grant applications made via Teignbridge District Council regarding loss of income due to National Lockdowns and Tier restrictions.
