Town Clerk's Report (if any) Minutes: The Town Clerk advised that:
· Plaster works had been complete in Room 4A in readiness for painting · New leadwork had been completed on all south-facing windows in rooms 4A and B · The building regulations application in relation to the king beam works in Room 4B had been submitted and it was anticipated that a decision would be made imminently so that repairs to the beam could be progressed without delay.
The Town Clerk wished to place on record his thanks to Dawlish District Councillor, and Portfolio Holder for Planning Councillor Gary Taylor for his assistance in raising the profile of the works being undertaken, and planned, with relevant officers at Teignbridge so as to reduced any potential delays where possible.
Resolved that the update be noted. |

Room 4B - Dry Rot Works The Committee is recommended to approve expenditure totalling £10,981.77 plus VAT for the king beam repair in Room 4B. The repair has been designed and calculated by the structural engineer and is currently going through building regs approval concurrently.
Minutes: The Committee considered the structural engineer’s report and proposal to repair the king beam in room 4B, details of which had been submitted to Devon Building Control for building regulation approval.
Following discussion, it was
Resolved that the proposal be approved as set out.
At this juncture, the Chair advised that she would bring agenda item 10 forward as Mr Wedlake was already present to brief the Committee. |

Manor House Car Parking At the request of the Committee, to welcome the Town Clerk of Teignmouth Town Council, Mr Iain Wedlake, to the meeting and be briefed on Teignmouth Town Council’s journey of introducing pay and display parking at Bitton House as one form of parking management. Minutes: The Chair welcomed Mr Iain Wedlake, Town Clerk to Teignmouth Town Council to the meeting.
Mr Wedlake provided background to Teignmouth Town Council’s decision to introduce pay and display parking at its Bitton House campus, how the scheme operated, what the Council had learnt and how it was addressing issues that had been identified going forward.
Following questions, Mr Wedlake advised that:
· There were 75 spaces across the three sites, · Tenanted organisations received half the number of permits for their total workforce; it was desirable to discourage the use of a vehicle given the Council had declared a climate emergency, · Permits did not guarantee a space; this was the same for those that purchased permits, · Two machines and signage had cost approx.. £10K; they accepted cash or users could use the RingGo mobile app, · There was 30 minutes free parking but a ticket was still required, · Fees were £2.40 for 2 hours, £3.40 for 4 hours, no return after 4 hours, and £1 for overnight parking, · Day and night permits were £600, day time permit £350, night time permit £250, · The tariff could be changed with 28 days’ notice; to introduce new elements to the scheme would require the traffic order to be amended at a cost of £3,000, · The Council was currently investigating the permissibility of issuing parking tickets when room hirers made room bookings, · Devon County Council conducted random enforcement checks and fixed penalty notices were dealt with solely by the county council; and · Should Dawlish Town Council be minded to introduce anything similar it should include everything it wanted in the initial traffic order, it did not necessarily have to activate every element but it would save amending the order in the long term.
The Chair thanked Mr Wedlake on behalf of the Committee for a very informative briefing.

Dawlish Garden Society - Static Planter PDF 873 KB To consider a request from Dawlish Garden Society (DGS) to site the wooden planter used in last year’s walking Carnival Parade within the Manor Grounds at a location to be determined. DGS would be responsible for planting it up and maintaining all year round. Minutes: Members considered a request from Dawlish Garden Society (DGS) to site the wooden planters used in last year’s walking Carnival Parade within the Manor Grounds at a location to be determined by the Committee. DGS confirmed they would be responsible for planting it up and maintaining all year round.
During discussion, it was suggested that the paper surrounding the planter be removed, and the wood treated for outdoor siting. It was further suggested that, subject to dimensions, the planter be sited to the right of the main entrance of the Manor House when looking at the building.
Resolved that the request be accepted subject to the planter being suitable for the space identified, that the paper be removed, and the wood treated for outdoor siting. |
